Aratis wrote the best approach to this question and then draughted the necessary contracts and managed the tender process. This ultimately led to 12 UAV-GC contracts, 6 of which were awarded through European tendering and 6 were "in-house." By choosing a target budget, bidders could not differentiate themselves on price, but only on quality.
This innovative contracting method is interesting for many municipalities because the quality of services has improved while costs have decreased.
