From the contract formation phase onwards, as much scope as possible was left for the contractor to distinguish itself. For example, the contractor had the choice between steel and concrete for the materialisation of the bridge (steel was chosen) and was free to determine its shape and exact location. To further stimulate design freedom, the contract award focused largely on the subject of design. In order to properly assess this design, a design committee was set up with representation from the Almere municipal aesthetics committee.
